The Humane Commission addresses policy issues regarding animal welfare at the Robin I. Kroogman New Haven Animal Shelter and throughout the City of New Haven, Connecticut.

Mission

The New Haven Humane Commission is appointed by the Mayor to provide animal welfare oversight, including the authority to adopt such rules and regulations that in its judgment are required for the operation of the animal shelter and related activities, and for the proper care and treatment of animals within the city limits.

Targeted Activities

• To advocate for the humane treatment of all New Haven companion animals
• To educate the public on responsible pet ownership emphasizing spay/neuter, vaccination programs, and practical, humane advice on pet behavior for owners; and To encourage continuing education for shelter personnel and other animal professionals.
• To support the expedited adoption of companion animals at the city's animal shelter and those animals that have been pulled for adoption by area rescue organizations.
• To promote the saving of lives of all healthy and treatable companion animals.
• To disseminate public information regarding the humane welfare of companion animals.
• To foster an ongoing dialog and system of shared resources with area humane welfare organizations that embrace this common vision.
• To accept, receive and administer donations of any devices, grants, legacies or gifts such as bonds, mortgages and securities to be used in carrying out the Commission's activities for the City's animal shelter.

Vision

The New Haven Humane Commission envisions and supports The Six Freedoms, as amended by Maddie's Fund, for all companion animals at our shelter and within the city limits:

• Freedom from hunger or thirst by ready access to fresh water and a diet to maintain full health and vigor
• Freedom from discomfort by providing an appropriate environment including shelter and a comfortable resting area
• Freedom from pain, injury, or disease by prevention or rapid diagnosis and treatment
• Freedom to express normal behavior by providing sufficient space, proper facilities, and company of the animal's own kind
• Freedom from fear and distress by ensuring conditions and treatment which avoid mental suffering
• Freedom to Live by finding adoptive homes for all healthy and treatable shelter dogs and cats

General Information

The Humane Commission meets at 6:00 p.m. on the third Monday of each month except on Monday holidays. The meetings are held at, Police Substation 10, 332 Whalley Avenue and are open to the public.

Due to limited city funding, our future is dependent on the generosity of animal lovers through grants and bequests and fees for services. Every little bit counts!
