• Non-owner occupied: Properties with 2+ rental units

1. Step 1: Notice of Violation/Order Letter

• Written notice identifying the violation
• Sets deadline for compliance
• For licensing: Includes registration requirements and inspection scheduling

2. Step 2: Civil Citation

• Issued if violation remains uncorrected after deadline
• Warns of potential fines
• Explains appeal rights
• For licensing: Follows failed re-inspection or failure to register

3. Step 3: Assessment

• Hearing officer reviews the case
• Property owners may appeal at this stage
• Determines final fine assessment
• For non-responsive cases, confirms LCI followed proper procedures

For landlord licensing, property owners must meet two distinct requirements: registration and inspection. The enforcement process can be triggered by either failing to register or failing to pass the required inspection after registration.

Each type of violation follows the same three-step enforcement process outlined above, but they are treated as separate violations. Property owners must both register their property and pass inspection to be in full compliance with the licensing ordinance.
