The purpose of the Hazard Mitigation Plan (HMP) is to help reduce the South Central Region’s vulnerability to natural hazards and ease the burden of keeping communities safe and resilient. The HMP identifies hazard risks and mitigation actions to reduce or eliminate those risks. Through the Plan, the participating municipalities are eligible for FEMA mitigation program funding before and after potential natural disasters.

The Disaster Mitigation Act of 2000 encourages communities to prepare a HMP for natural disasters, such as a hurricane or flood, and update it once every five years. Given the personal and financial severity of recent national disasters, the City has been working to understand local conditions and plan accordingly. The primary goal of the HMP update is to reduce the loss of or damage to life, property, infrastructure, and natural, cultural and economic resources from natural disasters.

The City of New Haven is currently engaged in the multi-jurisdictional update of the 2018 plan, scheduled for completion at the end of 2022.  This process is being led by a consultant team through the South Central Regional Council of Governments.  The plan update identifies and assesses risks associates with inland flooding, coastal flooding, hurricanes, sea level rise, storms, land subsidence and earthquakes. New Haven’s first ever Hazard Mitigation Plan (HMP) was formally adopted by the City and approved by the Federal Emergency Management Agency (FEMA) on October 4, 2005.

Current Plans

The 2022 Plan update was led by a consultant team through the South Central Regional Council of Governments.  The 2022 update to this plan was developed to re-evaluate the mitigation goals and alternatives for the next five years, to assess the work accomplished since 2018 based on the strategy outlined in the previous plan, to frame the recommendations for the next five years, and to outline a strategy for implementation. The plan update identifies and assesses risks associates with inland flooding, coastal flooding, hurricanes, sea level rise, storms, land subsidence and earthquakes.

In 2018 New Haven joined the regional process led by the South Central Regional Council of Governments that included an updated 5 year plan adopted in 2018.

New Haven's second update to the five year Hazard Mitigation Plan was approved by FEMA and formally adopted by the City in April 2017. Following are the links to the document narrative, maps, and appendices.

The City Plan Department revised an updated the prepared this update document by working with representatives from City Plan, Engineering, Emergency Preparedness, and CAO. It was approved by the City Plan Commission in August 2010 and adopted on June 15, 2011. The plan update identifies and assesses risks associates with inland flooding, coastal flooding, hurricanes, sea level rise, summer storms / winter storms, land subsidence and earthquakes.
