On September 13, 2022, Mayor Elicker signed into law an amendment to the Fair Rent Commission Municipal Code Section 12¾ of the Fair Rent Practices recognizing Tenants’ Unions and allowing them to register with the Fair Rent Commission (FRC).
This new ordinance allows the Fair Rent Commission (FRC) to: 1) register a Tenants’ Union; 2) receive Tenants’ Union requests for investigations; 3) provide workshops between the Tenants’ Union representatives and the landlord; and 4) protect Tenants’ Union members against retaliation by a landlord for being a member of a Tenants’ Union.
Tenants’ Unions in New Haven that would like to register with the City of New Haven’s Fair Rent Commission (FRC), need to fill out the Tenants’ Union Registration Form, which serves as the form to register each Tenants’ Union that wishes to go before the FRC. Upon registering, it is the responsibility of the Tenants’ Union Representative(s) to maintain their membership rolls and provide updated membership to the FRC on a biannual basis.
Please Note: Upon registering with the Fair Rent Commission, if the Tenants’ Union seeks an investigation by the FRC, the Tenants’ Union’s authorized representative shall make a written request to the FRC by sending an email to Executive Director: wibermudez@newhavenct.gov. The more information that a Tenants’ Union can provide to the FRC, the better understanding the FRC will have about the condition(s) in question so that appropriate investigation can be conducted, and action can be taken.
