The Application Process for Positions within the City of New Haven
The City of New Haven accepts applications for positions which are currently posted and advertised. Occasionally, jobs will be posted as a “Promotional Only” title. In that case, only current City of New Haven employees meeting minimum requirements or those on a Layoff Recall list may apply.
- You must complete a City of New Haven application for each position for which you are interested in. You may also attach a resume if appropriate.
- Pay close attention to deadline dates of posted positions. Late applications cannot be accepted nor considered.
- Additionally, some positions have “Special Requirements” or require certain certifications. Read the Requirements sections carefully.
Yes. Every submission is evaluated separately based on the classification for which you are applying. It is therefore necessary to complete in a separate application for each job classification.
Many positions are listed as “Non-Tested Positions.” These are vacancies which are filled from a pool of qualified candidates. If you are interested in a “Non-Tested Position”, complete the application before the deadline date. Be sure to pay attention to application instructions.
Applications for “Non-Tested Positions” are reviewed by the Department of Human Resources and screened for minimum qualifications. All applicants will be notified by email of the status of their application. The department filing the position may contact several qualified candidates for interview prior to making a selection for hire.
- After the exam process, the results are scored. These scores and subsequent ranking of scores are certified by the Civil Service Commission at their next available monthly meeting.
- After this certification, you may be notified by email whether or not you have passed or failed the examination. If you have passed, your rank on the Civil Service Eligible List will be announced in your result letter together with your final score.
- The top three (3) ranks on the eligible list are then referred to the hiring authority who then may contact candidates in these ranks for interviews. You may receive a notice from the hiring department or via the Department of Human Resources, to confirm your continued interest, or to schedule an interview. Please reply as instructed in such notice – it will include a response deadline. Candidates who do not respond by given deadlines will be removed from the Eligible List; it is important to respond promptly!
- Interviews may occur in person or remotely, by a single hiring manager, or by a panel of staff.
- Unfortunately, placement on an Eligibility List does not guarantee an interview or an offer of employment.
- Note that in some instances, a hiring decision is reached before all individuals who have been referred have had an opportunity for an interview.
- Per Civil Service Rules, candidates are removed from an Eligible List after they decline two opportunities for employment for the position; opportunities include interviews.
- Eligible Lists typically remain active for a period of at least one year, and are sometimes extended (in 3 month increments to a maximum of 2 yrs.) based on the operational needs of the hiring department.
- There are separate Eligible Lists for each tested position. If you wish to be considered for more than one position, you must apply and test for each position.
- Candidates who are not interviewed, not hired, or not otherwise removed from an Eligible List remain on that List while it is still active.
- If selected for employment, you may receive a verbal offer from the hiring manager. Selected candidates also receive an offer letter from Human Resources, which details salary, our pre-employment process, benefits, and other related information.

Please note that employment with the City of New Haven is contingent upon the successful completion of the following:
- A pre-employment physical examination including a pre-employment drug screening, in accordance with the City’s Drug Free Workplace Policy. If there is a confirmed positive test for a controlled substance (including cannabis), then the offer of employment may be withdrawn. Holders of active Medical Marijuana cards will submit a copy of their medical card along with an ADA accommodation request prior to the completion of the drug screen. The Department of Services for Persons with Disabilities will review and determine whether an accommodation may be made. Note also that the drug screening must be completed within 3 business days of submitting your Acceptance.
- A pre-employment background check completed by the Connecticut State Police Bureau of Identification;
- A probationary period, the length of which is determined by the corresponding bargaining agreement. The probationary period shall be regarded as a significant part of the examination process for permanent appointment. During this period, an employee may be rejected at any time by the appointing authority if they do not meet employment standards, and such an employee shall be discharged without the right of appeal.
